Fairmont Parkway <br />LaPorte, TX 77571 <br />INEOS olefins & Polymers USP. <br />A Division of INEOS USA LLC <br />Marina View Building <br />2600 South Shore Boulevard <br />Suite 500 <br />League city,-fexas 77573 <br />Tel: 29 1 -535-661 1 <br />Fax: 281-535-6765 <br />1 on Avery( ineos.coin <br />Re: Economic Development Incentive Agreement Between The La Porte Development Corporation, and <br />INEOS USA LLC, A Delaware Limited Liability Company, for Use of Type B Development Corporation Sales <br />Tax Funds, dated September 23, 2013 ("Incentive Agreement") <br />Dear Mr. Warren: <br />By this letter, INEOS USA LLC ("INEOS") makes a financial commitment to construct the Polyethylene <br />Project at the Battleground Manufacturing Complex, including a minimum capital investment of $250,000,000 <br />and employment of at least 24 new full-time employees by December 31, 2017, as provided for in Article I of <br />the Incentive Agreement. <br />In consideration of the foregoing commitment, INEOS respectfully requests payment by The La Porte <br />Development Corporation ("LPDC") of the $300,000 cash incentive pursuant to Article I.A.2 of the Incentive <br />Agreement. <br />INEOS very much appreciates the support of the LPDC in the effort to make the investment in the Polyethylene <br />Project in La Porte.
