• <br />Basic Facts <br />^ Scope: The Count Question Resolution (CQR) <br />Program is a planned administrative review program <br />that will handle external challenges to particular <br />official Census 2000 counts of housing units and <br />group quarters population received from state, <br />local, or tribal officials of governmental entities or <br />their designated representatives in the United States <br />and Puerto Rico. The CQR program is not intended <br />to create a mechanism or process to challenge the <br />March 6, 2001 ,decision of the Secretary of <br />Commerce to release unadjusted Census 2000 <br />redistricting data. No changes will be made to the <br />apportionment or redistricting counts as a result <br />of this program. <br />^ Duration: 6/30/01- 9/30/03 <br />^ Corrections Issued: <br />• Boundaries -revise inaccurate boundaries <br />to reflect those in effect January 1, 2000. <br />• Geocoding -place erroneously located living <br />quarters and associated population within <br />correct boundaries/census blocks. <br />• Coverage -add or remove specific living quarters <br />and persons residing therein that were identified <br />during the Census 2000 process but erroneously <br />included or excluded due to processing errors. <br />Addresses for living quarters that were <br />erroneously excluded will be added to the <br />census address list for use in future Census <br />Bureau programs. <br />Supporting Evidence Required <br />Specify whether the challenge disputes the location of a <br />governmental unit boundary or the number of housing units <br />and/or group quarters population and <br />^ For bowndary disputes, submit Census 2000 maps or <br />other maps showing Census 2000 tabulation block numbers <br />and boundaries legally in effect as of January 1 , 2000. <br />Indicate on the map the location of the correct boundary <br />and the portion of the boundary that the Census Bureau <br />depicted incorrectly. These maps must identify the state, - <br />county, census tract, and block(s) involved in the question <br />and include a list of affected addresses, indicating their location <br />in relation to the boundary requiring correction. <br />^ For geocoding errors, identify the specific Census 2000 state, <br />county, census tract, and tabulation block(s) being contested <br />and include a list of the addresses for all housing units and/or <br />group quarters in the contested block(s) on April 1 , 2000. <br />Summary File 1 (SF1) can be used to check the tabulation block <br />housing unit counts and to infer whether housing units and/or <br />group quarters were enumerated at the correct location. <br />^ For housing unit challenges, identify the specific Census 2000 <br />state, county, census tract, and tabulation block(s) being contested <br />and include a list of residential addresses that existed as viable <br />living quarters in each contested block(s) on April 1, 2000. <br />Summary File 1 (SFl) can be used to obtain tabulation block <br />housing unit counts. <br /> <br />For group quarters challenges, provide a complete <br />address list for all group quarters units that should <br />be included in each contested block(s) (include state, <br />county, and census tract); the name(s) of the group <br />quarters; and the name, address, and telephone <br />number for the administrative office of each <br />group quarters facility as of April 1, 2000. <br />Group quarters are institutional (e.g., mental <br />hospitals, hospices, prisons, etc.) and <br />noninstitutional (e.g., college dormitories, <br />military barracks, group homes, shelters, <br />etc.). Summary File 1 (SFl) can be used <br />to obtain tabulation block group quarters <br />population counts. <br />
