<br />U.S. Department of Justice <br />Page 3 <br />September 20,2002 <br /> Council to be materially unbalanced, the City Council shall establish new <br /> boundaries for the election of District Councilpersons." <br />(1 ) Ordinance No. 2569 of the City of La Porte, Texas, which embodies the proposed <br /> changes affecting voting is attached hereto as Exhibit "A". This is the legislative <br /> or administrative enactment or order embodying a change affecting voting, <br /> certified by an appropriate officer of the submitting authority to be a true copy. <br /> This Ordinance makes the population determination as required by the Home <br /> Rule Charter, and establishes new boundaries for the election of District <br /> Councilpersons, <br />(2) The number and location of polling places, as well as the dates and hours for <br /> early voting, is also changed by Ordinance No. 2569. The number of polling <br /> locations for Regular voting is changed from the present six locations, to two <br /> locations, in order to reduce voter confusion and enhance the efficiency of the <br /> voting process for both the voters and city officials. Additionally, early voting <br /> dates and hours are expanded. <br />(3) A map showing the present District boundaries, and the proposed District <br /> boundaries, is attached as Exhibit liB" hereto. <br />(4 ) The 2000 Federal census is the census on which the Re-Districting is based. <br />(5) The date of the final adoption of the change affecting voting was August 12, <br /> 2002. Upon pre-clearance by the Justice Department the change will be first <br /> implemented at the next regular City election of May 3, 2003, and will be <br /> generally effective May 3, 2003. <br />(6) Identification of the authority responsible for the change and the mode of <br /> decision, is the City Council of the City of La Porte, acting by Ordinance No. 2569 <br /> (see Exhibit "A"). <br />(7) A copy of Ordinance No. 2502, passed by City Council on August 13, 2001, and <br /> which authorizes and directs the Re-Districting Committee of the City of La Porte <br /> to reconfigure the six single-member districts according to promulgated <br /> Department of Justice regulations, and which regulations are applied as <br /> governing criteria for Re-Districting in said Ordinance No. 2502, ("Criteria <br /> Ordinance") is attached hereto as Exhibit "C". <br />(8) A copy of the Final Report of the Re-Districting Committee, as submitted to the <br /> City of La Porte City Council on February 25, 2002, and which presents the Re- <br /> Districting Committee's recommendations for reconfiguration of the six single- <br /> member districts according to the criteria established in City of La Porte <br /> Ordinance No. 2502, is attached hereto as Exhibit "0". <br />
