(The map is identical to Exhibit B, with population <br /> distribution attached.) <br /> (ii) The proposed new boundaries of the voting unit or units sought by the <br /> change and the population distribution by race within the proposed units <br /> are shown on Exhibit "G": (This is the same map as attached to Exhibit <br /> "A". <br /> (iii) In establishing boundary lines, natural boundaries, major traffic arteries, <br /> and geographical features, such as drainage courses, as well as <br /> neighborhood subdivision lines, influenced the selection of boundaries of <br /> the proposed new Districts. <br /> (iv) Any other changes in the voting unit boundaries or in the geographical <br /> makeup of the City, have been the subject of previous submissions which <br /> have been incorporated by reference. <br />(19) Population before and after the change, by race, of the area or areas to be <br /> affected by the change, are shown on Exhibits "F" and "G". Reference is also <br /> made to applicable publications of the U.S. Bureau of the Census, as to this <br /> information. Voting Age population and the number of registered voters before <br /> and after the change, by race, for the area to be affected by the change, is <br /> contained in the publications of the U.S. Bureau of the Census. <br />(20) A history of the number of candidates, by race, who have run for office in the City <br /> of la Porte in the last three (3) General Elections and one (1) Run-Off Election, <br /> and the results of such Elections, are attached hereto as Exhibits "H", "I", "J", and <br /> "K", the certified copies of Ordinances canvassing the results of such elections. <br />(21 ) Evidence of public notice or opportunity for the public to be heard: The City <br /> Council of the City of la Porte appointed a Citizens Re-Districting Committee, to <br /> recommend a Council Re-Districting Plan. This Committee was appointed on <br /> December 11, 2000, by Ordinance No. 2000-2460, attached hereto as Exhibit <br /> "l", and consisted of six (6) White, two (2) Hispanic, and two (2) Black citizen <br /> representatives. Upon completion and publication of the results of the 2000 <br /> Federal census, the Committee engaged in preparation of maps demonstrating <br /> various Council Re-Districting alternatives. Minutes of each of the meetings of <br /> the Re-Districting Committee, and the joint public hearing on December 11, 2001, <br /> by the Citizens Re-Districting Committee and the City Council, are attached <br /> hereto as Exhibit "M". Various Re-Districting Scenarios, public comments, <br /> comments and discussion by the Committee members and their deliberations, <br /> are made a part of the minutes. <br />(22) The Committee, In preparation of its Re-Districting recommendation, and <br /> following the guidelines established in the Criteria Ordinance, Exhibit "C" initiated <br /> the Re-Districting process by using the 2000 census figures to equalize the six <br /> single-member districts in terms of population, Towards that end, the Committee <br /> worked to achieve a no more than 10% variance between the population of the <br /> largest proposed district and the smallest proposed district (based on Conner v, <br />
