Special Conditional Use Permit <br />ACT Turbo Services <br />Page 3 of 4 <br />The site is situated near: the major intersection off Spencer highway where <br />trucks are exiting a relatively short distance to access from Bay Area <br />Boulevard. Generally, trucks will be turning left at the intersection. Given <br />the two proposed driveways as shown in the sketch, the ingress and egress of <br />trucks from Bay Area Boulevard would have a profound impact on the flow <br />of traffic en route from Spencer Highway to Fainn Parkway. Existing <br />roadway has two lanes and could result in congestion. <br />Utilities dilater and Sanitary Sewer services are available to this site. A 1.2 " <br />waterline is located to the east of Bay Area Boulevard. While, 42" trunk <br />sewer main runs north -south along west of Bay Area Boulevard. Possible <br />utility lines extension, bore and jack (if permitted) will be the sole <br />responsibility of the developer. <br />Drainage This project would add a significant amount of stones runoff due <br />to an increase in impervious cover (pavement, driveways), Particular <br />attention must be paid to the impacts of storwater runoff effects on the <br />drainage corridor along Bay Area Boulevard. Also, unchecked runoff would <br />have a negative impact on the southbound lanes of Bay Area Boulevard near <br />Spencer highway. <br />1. The proposal does not support the provisions of the Land Use Plan <br />and codes.. <br />2. The proposal is inconsistent with the Comprehensive flan <br />designation and goals, objectives and policies for the property. <br />3. The site area is not suitable for proposed development considering <br />the physical characteristics of the property, including but not limited <br />to size, shape, location, topography, soils, slope, drainage <br />characteristics, an existence of ground or surface water. <br />4. The proposal will have a significant adverse impact on the <br />environment or the surrounding properties considering the design <br />and intensity of the proposed use. <br />5. In addition, public use and interests will not be served by approval of <br />this proposal. <br />Based on the above analysis, staff recommends disapproval of the Special <br />Conditional Use Permit #11- 91000007. <br />
