Planning and Zoning Commission <br />Minutes of July 25,2012 <br />Members Present: <br />Les Bird, Mark Follis, Hal Lawler, Phillip Hoot, Richard Warren, andDoretta <br />Finch. <br />Members Absent: <br />Danny Earp, Lou Ann Martin,and Helen LaCour <br />City Staff Present: <br />City Manager,Corby Alexander; Assistant City Manager, Traci Leach; Parks <br />Director, Stephen Barr; City Planner, Masood Malik; City Attorney, ClarkAskins; <br />andPlanning Assistant,Shannon Green. <br />1.Call to order <br />Meeting called to order by ChairmanHal Lawlerat 6:02p.m. <br />2.Roll Call of Members <br />Chairman Hal Lawlerasked for a roll call of members. <br />Danny Earp, Lou Ann Martin,and Helen LaCour werenot present. <br />3.Consider approval of June 21, 2012, meeting minutes. <br />Motion byRichard Warrento approve the June 21, 2012,meetingminuteswith the following <br />corrections. <br /># 4. Commission Member Hoot opted not to participate in the Land Use Map <br />exercise during PUD discussion. Commission Member Hoot was opposed that <br />Planning did not invite all PUD land owners to the meeting. <br />Second by Doretta Finch.Motion carried. <br />Ayes:Les Bird, Mark Follis, Hal Lawler, Phillip Hoot, Richard Warren, andDoretta <br />Finch. <br />Nays:None <br />Abstain:None <br />4.Consider waiver of sidewalks for proposed development “Sharp Eyes Vision Center” to be <br />located at 10411 Fairmont Parkway near Farrington Boulevard. <br />Masood Malik, City Planner, presentedstaffs report. <br />Commission Member Hoot voiced concern if theComprehensivePlan ischanged during the <br />Update, and referenced in City Ordinances, would it change City ordinance. <br />Staff and City Attorney, Clark Askins, explained, the Comprehensive Plan is used as a guide and <br />city ordinance would supersede. <br />Staff added, after the Comprehensive Plan Update the next order of business will be to review <br />Chapter 1444 of the Codeof Ordinance for updates. <br />During discussion, Commission Members and staff discussed the adjacent neighbors do not have <br />sidewalks. The property owner would have to set back landscaping in order to put in a sidewalk <br />otherwise would be encroaching on Harris County easement. <br />Motion by Phillip Hoot to grant a permit without the sidewalks on the site plan.
