StaffReportNovember15,2012 <br />Mariposa@PecanPark <br />DiscussionItem <br />CityCouncil,attheOctober22,2012,meeting,requestedstafftobeginworkingwiththe <br />developertoundertakenecessarystepstoprocessaproposedmulti-familydevelopment <br />tobeknownasMariposaatPecanPark. <br />Background <br />StuartShaw,onbehalfofBonnerCarrington,proposestobuildanapartment <br />communityforactiveadultsage55andoveronacommerciallyzonedtractof <br />landalongCanadaRoad,eastofPecanPark. <br />Theproposedcommunity,MariposaatPecanPark,wouldbeconstructedwith <br />funding,inpart,throughtheTexasDepartmentofHousingandCommunity <br />Affairs(TDHCA)LowIncomeHousingTaxCredit(LIHTC)program;100%of <br />residentswouldbelow-income(60%ofmedianincomeorless). <br />Astheprogramisacompetitivepoint-basedprogram,thedevelopermetwith <br />staffonacoupleofoccasionstodiscussthepossibilityofdesignatingtheareaas <br />a“CommunityRevitalizationarea.”IftheCitysodesignates,thedeveloper <br />scoresadditionalpointsintheapplicationaccordingtothescoringcriteriaasa <br />whole. <br />Thesubjectpropertyisapproximately17acresandzonedGeneralCommercial <br />(GC).Thedeveloperhasbeenadvisedthatthecurrentzoningdoesnotsupportan <br />apartmentuseandarezoningwouldbenecessary. <br />Analysis <br />CriteriaforRevitalizationArea–Generally,theseareasarechosenbecauseofits <br />distinctcharacteristicsincludingthat: <br />1)relativelylargepopulationsofverylow,lowandmoderate-incomefamilies <br />experiencingarangeofproblemsassociatedwiththedeclineofurbanneighborhoods <br />including,lackofbasicinfrastructurecomponents,roadsanddrainageinsubstandard <br />conditions,lackofsidewalks;lackofstreetlights;codeviolations,variedcondition <br />andlowvalueofhousingstock,vacantlotsandunderutilizedland,etc.; <br />2)itrepresentsanolder,urbanizeddevelopmentpatternthatisexperiencing <br />deterioration,disinvestment,andhigherratesofvacancies; <br /> <br />
