Staff Report <br />Dust Free Surface <br />Discussion Item <br />Summary: <br />January 17, 2013 <br />City Council received an inquiry about an effective enforcement of the City's dust free <br />surface criteria. Council directed staff to study the issue and present it to the Planning and <br />Zoning Commission for their consideration. At the October 18, 2012, meeting, the <br />Planning and Zoning Commission formed a subcommittee, whose members include <br />Danny Earp, Mark Follis, Phillip Hoot, and Les Bird. The subcommittee worked with the <br />City's Planning Director, City Planner, City Engineer, and Sr. Project Engineer to <br />analyze the criteria and provide a recommendation for dust free surfacing. <br />The subcommittee met three times to discuss measurement criteria for dust free surface <br />applicable for all zoning districts within the City limits. Staff was directed to furnish the <br />APA's Planning Advisory Service's findings on the subject matter. Staff contributed to <br />facilitate the process. Based on subcommittee's input, staff prepared recommended <br />options (Exhibit A) for the Commission's consideration. <br />Actions by the Commission: <br />1. Discuss the recommended options <br />2. The Commission may elect to: <br />➢ Direct staff to finalize recommendation and arrange a public hearing by <br />next meeting <br />➢ Make recommendation to City Council at the conclusion of a public <br />hearing. <br />
