Mr. Malik responded it is unknown at this time. <br /> <br />Commissioner Hoot asked if the rezone would constitute spot zoning. Assistant City <br />Attorney Clark Askins was asked for his opinion; Mr. Askins responded that although <br />subjective, if the zone being requested were out of character from the surrounding <br />zoning classifications and the long range plan, it could be construed as spot zoning. <br /> <br />B. Second by Commissioner Martin.
