PlanningandZoningCommissionRegularMeeting <br />April16,2015 <br />BarsanGlobalLogisticsSCUP <br />LandUse. <br />ThisSCUPapplicationisforconsiderationoftheuseofthe7.1acreportionofthe <br />propertyidentifiedintheGeneralPlanasParcelA.ThesiteisZonedPlannedUnit <br />Development(PUD),whichrequiresapprovalofaSCUPforconsiderationofthe <br />proposeduseofthesite.ParcelBwillrequireseparateapplicationforconsiderationofa <br />SCUPpriortodevelopment. <br />TheĭźƷǤ͸ƭFutureLandUseMapidentifiestheuseofthepropertyasͻ.ǒƭźƓĻƭƭ <br />LƓķǒƭƷƩźğƌͼandasaresulttheusespermittedonthisparcelshouldbeconsistentwith <br />thosepermittedintheBusinessIndustrial(BI)district.BarsanGlobalLogisticsoperates <br />underthefollowingNAICSclassification:541614(Process,PhysicalDistribution,and <br />LogisticsConsultingServices)and488510(FreightTransportationArrangement).Bothof <br />theseclassificationsarepermittedusesintheBIzonedistrict. <br />SitePlan. <br />Theapplicanthassubmittedaconceptualsiteplanandphotographsofasimilar <br />developmenttoprovideanexampleofwhatisproposedatthissite.Atthistimethere <br />hasbeennoformalapplicationforasitedevelopmentplanasrequiredintheĭźƷǤ͸ƭ <br />DevelopmentOrdinance.Aformalapplicationforasitedevelopmentplanisnot <br />requireduntilafteraSCUPisapproved.ShouldCityCouncilapprovetheproposedSCUP, <br />theapplicantwillberequiredtosubmitapplicationforasitedevelopmentplanin <br />compliancewithapplicablecoderequirements. <br />Staffrecommendsthataconditionbeaddedrequiringalltherequiredstreettreesat <br />thetimeofdevelopmentofthisfirstphaseofdevelopment(ParcelA).Thiswould <br />th <br />includetheplantingofshadetreesalongbothS.16StreetandW.MStreet,asthecity <br />hasfutureplanstoimproveMStreet. <br />TrafficImpacts. <br />th <br />TheprojectislocatedonS.16Street,whichisadesignatedtruckrouteandhigh <br />frequencytruckuseroad.Althoughtheproposeduseofthesiteisnotadesignatedhigh <br />frequencytruckuse,theusewillgeneratetrucktraffic.Staffisrequestingconsideration <br />ofaconditionthatwouldrequiresubmittalofatrafficimpactanalysisthatwillreview <br />thepotentialtrafficgeneratedfromthisfacilityanditsimpactsonmajorintersectionsin <br />thevicinity.Anypotentialnegativeimpactsshouldbemitigated. <br />th <br />RecordsindicatethatthereisaportionofthissitewheretheS.16Streetrightofway <br />isnotat100feetinwidth.Aspartoffuturereplattingofthisproperty,theapplicantwill <br />berequiredtodedicatethatportionofrightofwaytotheCitytomakeaconsistent <br />th <br />100footrightofwayforS.16Street. <br />3 <br /> <br />
