PlanningandZoningCommissionRegularMeeting <br />May21,2015 <br />DesignGuidelinesWaiverΑFairfieldInn&Suites <br />PlanningandDevelopmentDepartment <br />StaffReport <br />ISSUE <br />ShouldthePlanningandZoningCommissionapprovearequestbyLaPorteLodging <br />HospitalityLLCforawaivertotheĭźƷǤƭexteriorfaçadematerialsdesignguidelinesfor <br />constructionofnewFairfieldInn&Suitesat711Highway146South? <br />DISCUSSION <br />ThesiteissubjecttotheĭźƷǤƭDesignGuidelinesasoutlinedinArticleIXofChapter106 <br />oftheĭźƷǤƭCodeofOrdinances.Section106928outlinesvariousarchitecturaldesign <br />guidelines,includingbuildingform,buildingarticulation,roof,architecturaldesign <br />elements,andexteriorfaçadematerials.BecausethissitefrontHighway146,thecode <br />requires80%oftheĬǒźƌķźƓŭƭfaçadebecoveredbystoneormasonrymaterialsfora <br />Tier1buildingand20%forothermaterialssuchasstucco,architecturalblock, <br />cementitiousfiberboard,EIFS(above14feet),andpainted,coloredorstampedtiltwall. <br />TheapplicantisrequestingconsiderationofawaivertotheĭźƷǤƭDesignGuidelines <br />concerningExteriorFaçadeMaterials.ThisitemwaspresentedtotheCommissionfor <br />considerationattheMarch19,2015meeting.Atthattimetheapplicantwasproposing <br />todeviatefromtheĭźƷǤƭrequirementsforabuildingfaçade,whichrequiresaminimum <br />80%ofthefaçadebecoveredbystoneorbrick/masonry.Theirproposalincluded <br />25%ofthefaçadewithbrick/stone.TheCommissionexpressedsomeconcern <br />covering <br />withthedeviationfromthecodeandtheapplicantdecidedtoreevaluatetherequest. <br />Sincethatmeeting,theapplicanthasrevisedtheirdrawingstoprovide60%stone/brick <br />coverage.Becausethisisstilllessthanthe80%requiredinthecode,theapplicantis <br />requestingconsiderationofawaivertothisrequirement. <br />Section106927oftheĭźƷǤƭCodeofOrdinancesstatesthatthePlanningandZoning <br />Commissionmayapproveawaiverrequestsubjecttotwofindings.Thefollowingisalist <br />ofthosefindings: <br />1.TheprojectasdesignedisconsistentwiththegeneralspiritandintentoftheCity <br />ofLatƚƩƷĻƭComprehensivePlan. <br />2.Theproposedbuildingwillresultinanattractivecontributiontothecommunity. <br />1 <br /> <br />
