PlanningandZoningCommissionRegularMeeting <br />October15,2015 <br />DesignGuidelinesWaiverΑKobelcoCompressorAmerica <br />PlanningandDevelopmentDepartment <br />StaffReport <br />ISSUE <br />ShouldthePlanningandZoningCommissionapprovearequestbyKobelcoCompressors <br />AmericaforawaivertotheĭźƷǤ͸ƭexteriorfaçadematerialsdesignguidelinesfor <br />constructionofnewoffice/warehousefacilitylocatedatnorthwestcornerofFairmont <br />ParkwayandBayAreaBoulevard? <br />DISCUSSION <br />ThesiteissubjecttotheĭźƷǤ͸ƭDesignGuidelinesasoutlinedinArticleIXofChapter106 <br />oftheĭźƷǤ͸ƭCodeofOrdinances.Section106928outlinesvariousarchitecturaldesign <br />guidelines,includingbuildingform,buildingarticulation,roof,architecturaldesign <br />elements,andexteriorfaçadematerials.BecausethissitefrontsFairmontParkwayand <br />iszoneBI,BusinessIndustrial,thesubjectsiteisrequiredtocomplywiththe <br />requirementsforTier3buildings.Specifically,thecoderequires20%oftheĬǒźƌķźƓŭ͸ƭ <br />façadebecoveredbystoneormasonrymaterialsforaTier1buildingand80%forother <br />materialssuchasstucco,architecturalblock,cementitiousfiberboard,EIFS(above14 <br />feet),andpainted,coloredorstampedtiltwall. <br />TheapplicantisrequestingconsiderationofawaivertotheĭźƷǤ͸ƭDesignGuidelines <br />concerningExteriorFaçadeMaterials.Theproposalsubmittedincludescomplyingwith <br />the20%stone/brickrequirement.However,thematerialproposedaspartofthe <br />106928.Theapplicantis <br />remaining80%isnotamaterialpermittedinSection <br />proposingtheuseofastuccofacedinsulatedmetalinterlockingpanels.Theviewfrom <br />thestreetwilllookasthoughthebuildingisstucco,butthematerialisnotamasonry <br />product.TheattachedExhibitAincludesapowerpointpresentationthatshowsthe <br />proposedmaterialandwhytheapplicantisrequestingconsiderationofthisproduct. <br />Additionally,asampleoftheproposedmaterialwillbepresentedatthemeeting.The <br />applicantassertsthatthenatureoftheuseofacranewithintheirfacilityandthe <br />vibrationsfromthatcouldcausemasonrytocrackandsplit. <br />Section106927oftheĭźƷǤ͸ƭCodeofOrdinancesstatesthatthePlanningandZoning <br />Commissionmayapproveawaiverrequestsubjecttotwofindings.Thefollowingisalist <br />ofthosefindings: <br />1.TheprojectasdesignedisconsistentwiththegeneralspiritandintentoftheCity <br />ofLatƚƩƷĻ͸ƭComprehensivePlan. <br />1 <br /> <br />
