PlanningandZoningCommissionRegularMeeting <br />November19,2015 <br />LaPorteTownCenterGeneralPlan <br />50,000squarefootentertainmentcenter <br />20,000squarefootconference,theaterandmuseum <br />8restaurants <br />50,000squarefeetofofficespace <br />14brownstonetownhomes <br />7liveworkunits <br />114roomhotel <br />2acresofparkandwaterfeatures <br />AspartoftheSCUP,staffhasincludedanumberofconditionsrelatedtotheproposed <br />landuses,includinglimitationoncertainuseswithinthedevelopmentarea.Theintent <br />ofthedevelopmentistoprovideretail,restaurantandserviceusesalongwithsome <br />brownstonetownhouseandliveworkunits. <br />In2007,thecityapprovedaGeneralPlanfortheadjacenttractsoflandnorthandsouth <br />ofthesubjectsitecalledͻ\[ğƉĻƭatFairmontDƩĻĻƓƭͼ(seetheattachedExhibitE).The <br />developmentincludedvariousphasesofsinglefamilydetachedresidential <br />development.ThephasesdevelopedtothispointaretheDRHortonHomes <br />developmentatthesoutheastcornerofWhartonWeemsandHighway146and <br />BayshoreElementarySchoolatthenortheastcornerofMcCabeandHighway146. <br />AlthoughtheproposeddevelopmentisnotconsistentwiththecurrentFutureLandUse <br />Plan(FLUP)asadoptedintheComprehensivePlan,staffhasbroughtforwardan <br />amendmenttotheFLUP.Thecitymay,fromtimetotime,amenditsFLUP.Aspartof <br />theSCUP,aconditionhasbeenaddedtoensurecompatibilitywithsurroundingland <br />usesbyrequiringtheconstructionofan8foothighsolidmasonryfencewith <br />landscapingalongthenorthandsouthperimeterboundaryoftheproperty. <br />TheproposedGeneralPlanshowsphasingofthedevelopmentintothreephases.The <br />firstphaseincludesdevelopmentoftheFamilyEntertainmentCenter,hotel,and <br />commercialpadsitesalongHighway146alongwithassociateddetention.PhaseII <br />includestheremainderofthecommercialalongwithaportionofthetownhomesand <br />theliveworkunits.Andfinally,thethirdphaseistherestofthepublicroadand <br />remainingtownhomes. <br />TheproposeddevelopmentwilltieintotheexistingЊЏͼwaterlineintheHighway146 <br />rightofwayandaЋЍͼsanitarysewerlinethattraversestheeasternportionofthesite <br />thoughaneasement.Theapplicantwillberequiredtoextendpublicutilitylinesthrough <br />thedevelopmenttoprovidethoseutilitiestoallproperties.Asaresult,theapplicant <br />willberequiredtoenterintoaUtilityExtensionAgreementwiththecityforextension <br />ofanyutilitylines. <br />3 <br /> <br />
