<br />City of La Porte, Texas - 2000 Council Re-Districting
<br />Dear Mr. Rich:
<br />The City of La Porte herewith submits, in duplicate, information concerning a municipal,
<br />governmental act occurring on or after November 1, 1972, which may have the effect of
<br />changing a standard, practice or procedure affecting voting, under the Voting Rights Act
<br />of 1965, and under the Voting Rights Act Amendments of 1975, Public Law 94-73.
<br />This Submission is also made on behalf of the La Porte Independent School District, La
<br />Porte, Texas, and the San Jacinto College District, Pasadena, Texas. The City, the
<br />School District, and the College hold joint elections, using the same early voting and
<br />regular election voting polling places and election districts, although the District and the
<br />College do not elect their trustees by single member districts, but at large. In addition,
<br />the District and the College utilize election precincts 7, 8, and 9, which remain
<br />unchanged. Election precinct 7 votes at College Park Elementary School, and is a
<br />portion of the School District situated in the City of Deer Park. Election precinct 8
<br />comprises the corporate limits of the City of Shoreacres, and election precinct 9
<br />comprises the corporate limits of the City of Morgan's Point.
<br />The following information is given in compliance with Part 51 of Title 28, Judicial
<br />Administration.
<br />Backaround
<br />The City of La Porte desires to incorporate by reference in this Submission, its prior
<br />submissions under Section 5, Voting Rights Act, including its Submission of September
<br />20, 1991, as supplemented December 20, 1991, passed and approved December 18,
<br />1991, in connection with its 1990 Council Re-Districting. The City of La Porte also
