Planning and Zoning Commission <br />Minutes of May 24,2012 <br />Members Present: <br />Hal Lawler,Danny Earp, Doretta Finch,Les Bird, Helen LaCour,Richard Warren, <br />Mark Follis,and Phillip Hoot. <br />Members Absent: <br />Lou Ann Martin <br />City Staff Present: <br />Assistant City Manager, Traci Leach; Planning Director, Tim Tietjens; City <br />Planner, Masood Malik; City Attorney, ClarkAskins;andPlanning Assistant, <br />Shannon Green. <br />1.Call to order <br />Meeting called to order by ChairmanHal Lawlerat 6:03p.m. <br />2.Roll Call of Members <br />Chairman Hal Lawlerasked for a roll call of members. <br />Lou Ann Martin wasnot present. <br />3.Consider approval of April 25, 2012, meeting minutes. <br />Motion byPhillip Hoot to approve the April 25, 2012, meetingminutes. Second by Richard <br />Warren.Motion carried. <br />Ayes:Hal Lawler, Danny Earp, Doretta Finch,Les Bird, Helen LaCour,Richard Warren, <br />Mark Follis, and Phillip Hoot. <br />Nays:None <br />Abstain:None <br />4.La Porte Comprehensive Plan Update <br />A.Review and discuss draft plan Chapters 2 and 6. <br />City Planner Masood Malik addressed the Commission. Mr. Mailk announced <br />Kendig Keast consultants would be presenting the Land Use Map and discussing <br />changes. Mr. Malik informed the Commission duetotime constraints, Kendig <br />Keast wouldlike to move forward to item B, review of revised Future Land Use <br />Map and add item A to a future Planning & Zoning Agenda. <br />B.Review of revised Future Land Use Plan. <br />Kendig Keast presented the Commission with a proposed Future Land Use Map. <br />Commission Members and staff worked as a groupto review and make changes. <br />C.Identification of changes or revisions. <br />Commission Members discussed in length the proposed plans and made <br />changes. The Final Future Land Use map will be presented to the Planning & <br />Zoning Commission at the June 21, 2012, meeting. Kendig Keast consultants <br />th <br />asked Commission Members returncomments by June 8. <br />Chairman Hal Lawler dismissed himself from the meeting at 8:00pm. Vice Chairman Danny Earp <br />chaired the meeting. <br />5.Administrative Reports <br />Masood Malikreported on a discussion on item from the previous meeting. Research shows there <br />areonly two bird sanctuary’s in Southeast Texas:Armand Bayou and North Deer Island. La Porte is <br />not a bird sanctuary. <br />6.Commission Comments on matters appearing on agenda or inquiry of staff regarding <br />specific factual information of existing policy. <br /> <br />
