This chapter and subsequent chapters are <br />intended to emphasize how the City can proactively respond to the influences <br />and conditions through policy and recommended programs, ordinances, and <br />investment to ensure the community in 20 years embodies the future the <br />citizens envision a quality, sustainable, and highly livable community. This <br />chapter also introduces the concept of emphasizes the idea of "community <br />character," which considers more than the use of land, including the elements <br />of site and building design, the influence of adjacent sites, and use and <br />integration of open space, and the impacts and relationships between sites and <br />the built and natural environments.
