<br />LU <br /> <br />ANDSE <br /> <br /> <br />AND <br /> <br /> <br />D <br /> <br />EVELOPMENT <br /> <br /> <br /> <br /> <br /> <br /> <br />C <br /> <br />HAPTER 2 <br /> <br /> <br /> <br /> <br />As expressed in Chapter 1, Plan Context, La Porte will continue to be affected <br />and shaped by significant internal and external influences, changing <br />conditions, and changing priorities. This chapter and subsequent chapters are <br />intended to emphasize how the City can proactively respond to the influences <br />and conditions through policy and recommended programs, ordinances, and <br />investment to ensure the community in 20 years embodies the future the <br />citizens envision a quality, sustainable, and highly livable community. This <br />chapter also introduces the concept of emphasizes the idea of "community <br />character," which considers more than the use of land, including the elements <br />of site and building design, the influence of adjacent sites, and use and <br />integration of open space, and the impacts and relationships between sites and <br />the built and natural environments. It emphasizes that the City could <br />consider the transition of community character at some appropriate time in <br />the future.
