PlanningandZoningCommission <br />MinutesofOctober30,2014 <br />Page2of6 <br />a.StaffPresentation <br />CityPlannerEricEnseypresentedthestaffreportontheproposedmodificationstoChapter <br />106(Zoning)oftheCodeofOrdinancesresultingfromacomprehensivereviewofthe <br />chapter.ApublichearingonthisitemwasopenedonSeptember25,2014,and <br />subsequentlycontinuedtothe/ƚƒƒźƭƭźƚƓƭOctober30,2014,meeting.The <br />subcommitteeandstaffmetafterthe/ƚƒƒźƭƭźƚƓƭSeptember25,2014,meetingtodiscuss <br />severalremainingissues,priortotheCommissionmakingarecommendationtoCity <br />Council.ThefollowingsummarizeschangestotheversionofChapter106thatwas <br />presentedtotheCommissionattheSeptember25,2014,meeting: <br />Sec.106680.Exteriorbuildingdesigns:Theproposedmodificationstothissection <br />impacttherequirementsforexteriorbuildingdesignofpropertieslocatedwithinthe <br />ĭźƷǤƭTIRZNo.1zone.ThiswasaprovisionthatwasoverlookedbytheSubcommittee. <br />AsaresultofthenewDesignGuidelinesinArticleIX,thereferenceto100%masonryis <br />nolongerapplicable.Theproposedlanguagerequiresanynewnonresidential <br />developmentwithintheTIRZzonetocomplywiththerequirementsoftheDesign <br />Guidelines.IfapropertyisnotonathoroughfareidentifiedinArticleIXorislocatedon <br />athoroughfareidentifiedasaTier3,thentheTier2requirementsapply. <br />Sec.106800.Landscaping:Themodificationstothelandscapingprovisionsarean <br />attempttoclarifyanumberofquestionsthatareroutinelyaskedbythepublic.Firstof <br />all,theattemptwastomovesomerequirementsthatwereinsubsectionsnot <br />appropriatetotheregulation.Forinstance,therewerespacingrequirementsofshrubs <br />withintherequirementsfortypeofplantsandmaterials.Secondly,thereisanattempt <br />tofurtherclarifytherequirementsforlandscapingwithintheperimeterplantingstrip. <br />Shadetreesarerequiredwithintheplantingstripalongstreetfrontages.Thereisan <br />allowanceforornamentaltreesinlocationswherethereareoverheadutilitylines. <br />Shrubsarerequiredtoscreenparkingareasfromthepublicrightofway <br />ARTICLEIX.DESIGNGUIDELINES:ChangestoDivision1ofArticleIXconcerndesign <br />guidelinesintheGCandBIzonedistricts.BIpropertiesalongHighway146wereleftout <br />oftheoriginalrequirementsandhavebeenadded.Thereferencetopitchedroofsbeing <br />consideredtowardtheverticalarticulationrequirementhasbeenremoved.Aminimum <br />3on12pitchroofisrequiredforTier1roofs.Referencesin(d)weremodifiedtoreferto <br />thecorrectrequirements. <br />b.ApplicantPresentation <br />RefertoStaffPresentationabove. <br />c.PublicComments(for,against,orquestions) <br />Therewerenocommentsfromthepublic. <br /> <br />
