PlanningandZoningCommissionRegularMeeting <br />April21,2016 <br />SulzerZoneChange <br />PlanningandDevelopmentDepartment <br />StaffReport <br />ISSUE <br />ShouldthePlanningandZoningCommissionrecommendapprovaltotheCityCouncilof <br />theproposedrezoningofa5.0185acretractoflandfurtherdescribedasReserveA, <br />SulzerSouthExpansionSubdivision,fromLL,LargeLotResidential,toLI,LightIndustrial? <br />RECOMMENDATION <br />Staffrecognizesthatarecommendationforapprovaloftheproposedzonechangecould <br />beconsideredbasedonthephysicalcharacteristicsofthesite,includingthephysical <br />barrierstothesitecreatedbytheexistingpipelineeasementtothewestandF101 <br />drainagechanneltothesouth.IfthePlanningandZoningCommissiondesiresto <br />recommendapprovalofthezonechangerequest,staffrecommendsaconditionbe <br />consideredrequiringtheapplicanttomaintaina30footbufferadjacenttotheHarris <br />CountyFloodControlDistricteasementfortheF101drainagechanneladjacenttothe <br />southpropertyline.However,theĭźƷǤ͸ƭComprehensivePlanencouragesmaintaining <br />theLargeLotresidentialdistrict,whichwasabasisfordenialofarecentandsimilar <br />zonechangerequest. <br />DISCUSSION <br />: <br />Applicant/PropertyOwner <br />SulzerTurboServicesHoustonInc.(11518OldLaPorteRoad). <br />!ƦƦƌźĭğƓƷ͸ƭRequest: <br />Theproposedzonechangewouldallowtheapplicanttoconstructadditionalofficesand <br />shopareaonthesubjectsite.TheattachedExhibitAistheapplicationsubmittedtothe <br />cityalongwithaprojectdescriptionletter,rezoningexhibitandconceptualsiteplan <br />preparedbytheapplicantthatexplainstheirintendeduseoftheproperty.The <br />applicantisnotproposingazonechangeforReserveB,whichcontainsthedetention <br />pondfortheSulzersiteandislocatedimmediatelyeastofReserveA.ReserveBwill <br />continuetobezonedLLandwillserveasabuffertotheexistingR1(LowDensity <br />Residential)zonedlotsonLemonLaneadjacenttothesiteandtotheeast. <br />1 <br /> <br />
