Section 2. That the approved fire control, prevention, and <br />emergency medical services plan is designed to enhance public <br />safety in the City of La Porte and specifies methods for annually <br />evaluating the effectiveness and efficiency of the individual fire <br />control, prevention, and emergency medical services strategies <br />identified in the plan. Those strategies to be supported by the <br />District include funding for a Safety/Training Officer for the <br />essential training of the members of the City's Fire Department <br />and new fire response and technology equipment. The plan also <br />provides for an emergency medical services technology and capital <br />equipment program to replace the aging vehicle fleet on a <br />systematic basis thereby decreasing down-time and increasing <br />response reliability and to replace mission critical medical <br />devices in order to perform accurate and timely diagnosis and <br />treatment. The approved plan will provide funding for personnel <br />to attend training classes and seminars, and to keep the fire <br />training facility functioning to insure the development of future <br />fire fighters. <br />Section 3. That the approved budget plan provides the <br />necessary resources to further the purposes of the approved fire <br />control, prevention, and emergency medical services plan. <br />Specifically, the budget plan allows for a one-fourth of one <br />percent (0.25%) sales and use tax on retail items for an initial <br />five (5)year period. The budget plan for the first two (2) years <br />is summarized as follows: <br />�i <br />
