<br /> <br /> <br />JAY MARTIN CHUCK ENGELKEN <br /> <br />Chairman Member <br /> <br /> <br /> <br /> STEVE GILLETT <br />DANNY EARP <br /> Alternate Member <br />Vice-Chairman <br /> <br /> <br /> <br /> <br />MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING <br />JANUARY 13, 2020 <br />The Drainage and Flooding Committee of the City of La Porte met on Monday, January 13, 2020, at the City Hall <br />Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of <br />business: <br />Committee Members present: Jay Martin, Chuck Engelken, Danny Earp, (Alternate Gillett available if needed) <br />Committee Members absent: None <br />Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary <br />1. CALL TO ORDER - Chairman Martin called the meeting to order at 5:00 p.m. <br />2. PUBLIC COMMENTS (Generally limited to five minutes per person, in accordance with state law, the time may be <br />reduced if there is a high number of speakers or other considerations. <br />3. STATUTORY AGENDA <br />(a) Presentation, discussion, and possible action to approve the minutes of the December 9, 2019 meeting. <br />\[Chairman Martin\] <br />Committee member Engelken moved to approve the minutes; the motion was adopted, 3-0. <br />(b) Presentation, discussion, and possible action regarding the status of current drainage projects. \[Lorenzo <br />Wingate, Assistant Director of Public Works\] <br /> <br />Mr. Wingate said he had reached out to Harris County Precinct 2 concerning the use of additional funding they had <br />as a match for Bayside Terrace, and that he is also working with Halff Associates as consultants. Chair Martin <br />ascertained there should be a proposal by the February Committee meeting. Wingate shared that F-216, Phase III <br />was in the same situation. <br /> <br />Wingate noted that the executed contract between the City and Harris County, for a grant allocation of approximately <br />$3.4 million (with no match required) in Harvey money, was received today for the Northside Drainage Improvement <br />Project, adding that the City intends to pay for engineering services and the grant will be used for construction. He <br />said that the County has selected a consultant for the F-101 project and plans to get approval to execute the <br /> at the next Harris County Commissioners Court meeting. Wingate noted the desilting of F-101 <br />is complete. <br /> <br />(c) Presentation, discussion, and possible action regarding the Texas Division of Emergency Management <br />(TDEM) Hazard Mitigation Grant Program (HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). <br />\[Lorenzo Wingate, Assistant Director of Public Works\] <br /> <br />Mr. Wingate let the Committee know TDEM has opened applications for Tropical Storm Imelda grants and that he <br />expected the same process of having to wait on any expenditures until the submissions had been awarded, unless <br />the project was divided into phases.
