This <br />equipment was for the upgradeof Fire, EMS, and Public Works radio systems to meet new FCC <br />standards and to support the city’s future growth. The solicitation was advertised in the Houston <br />Chronicle, posted on the City of La Porte website site and mailed out to fourteen (14) vendors and <br />two (2) plan rooms with three (3) returned proposals. <br />Based on the award criteria established in the specifications, Bearcom received the highest scores <br />by several points over the other vendors. The evaluation summary is attached for reference. <br />After review from staff and a complete comparison of bid packages, staff is recommending the <br />council approve the bid of $139,945.00 to Bearcom Wireless Worldwide for the radio <br />equipment. <br />Project Benefits, Liabilities, and Operating Costs: <br />On December 24, 2004, the Federal Communications Commission released its' "Notice of <br />Proposed Rulemaking and Order" that outlines requirements for radio licensees to convert their <br />systems to narrowband operation. Licensees were given until January 1, 2013 to comply with <br />this order, after which time wide band operations would no longer be authorized. Failure to make <br />these changes would result in loss of communication licenses for the city. Upgrading should not <br />affect the annual operating costs to the city budgets. <br />Action Required by Council: <br />Consider approval or other action awarding Sealed RFP #12504 for radio equipment to Bearcom <br />Wireless Worldwide in the amount of $139,945.00 <br />Approved for City Council Agenda <br />Steve Gillett, Interim City Manager Date <br /> <br />
