CALL TO ORDER <br />Mayor Rigby called the meeting to order at 6:00 p.m. Members of Council present: <br />Councilmembers Zemanek, Engelken, Mosteit, Kaminski, Martin, Clausen and Moser. Absent: <br />Councilmember Leonard. Also present were City Secretary Patrice Fogarty, City Manager Corby <br />Alexander and Assistant City Attorney Clark Askins. <br />2. INVOCATION - The invocation was given by Michael Thannisch, Congregation Benin Avraham. <br />3. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Mayor Rigby. <br />4. PUBLIC COMMENTS (Limited to five minutes per person.) <br />Chuck Rosa, 812 S. Virginia, addressed Council in opposition to the La Porte Comprehensive Plan <br />Update as recommended by the La Porte Planning and Zoning Commission. <br />Blanca Villarreal, 402 Bay Oak, addressed Council regarding agenda item 6d and requested <br />Council allow her more time to have an engineer review the plans for her property. <br />Stuart Shaw, 6009 Eleos Circle, Austin, Texas, addressed Council regarding proposed Mariposa <br />Apartment Homes at Pecan Park and requested Council to extend the revitalization site. Mr. Shaw <br />informed Council he would be addressing the matter with the Planning and Zoning Commission, as <br />well. <br />5. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted <br />by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br />item be removed and considered separately.) <br />(a) Consider approval or other action regarding the minutes of regular City Council meeting <br />held on October 22, 2012 — P. Fogarty <br />(b) Consider approval or other action authorizing the purchase of furniture for Fire Station No. <br />One through Global Industries Inc., utilizing the Texas Municipal Discount pricing — D. Ladd <br />(c) Consider approval or other action awarding Bid # S13001 for the sale of Lot 10, Block 46, <br />Bayfront Addition of the Town of La Porte, Harris County, Texas — S. Cream <br />(d) Consider approval or other action regarding a Resolution amending the City's Financial <br />Management Policies — M.
