City of La Porte  Council Meeting <br /> <br />January 14, 2013 <br /> <br />Presentation  La Porte Citizen, Gina McGee, Citizens Lifesaving Award & <br />Lifesaving Awards for all (10) public safety personnel involved. <br /> <br />Presenters: Mayor Louis R. Rigby & EMS Chief Ray Nolen <br /> <br />(Part 1) <br /> <br />Participants: Gina McGee, Julio Lopez & Family <br /> <br />On Sunday, December 2, 2012, at approximately 4:10pm, Julio Lope <br />playing with his children at the Little Cedar Bayou Parkin La Porte when <br />without any warning, he collapsed. His heart went into sudden cardiac arrest <br />and his breathing completely stopped. <br /> <br />Gina McGee, a bystander that was also enjoying the park with her children <br />on this day, noticed that Mr. Lopez had suddenly collapsed and was lying <br />unresponsive on the ground. Mrs. McGee immediately ran over to where <br />Mr. Lopez was lying as she simultaneously called 911 on her cell phone. Mrs. <br />McGee was then able to determine through her previous CPR training that <br />Mr. Lopez was not breathing and did not have a pulse. At this point, Mrs. <br />McGee had established communications with the 911 operator and t <br />decision was quickly made for Mrs. McGee to begin CPR. Mrs. McGebegan <br />administering CPR and continued her efforts for approximately 8 minutes <br />before the arrival of first responders and paramedics. Upon arrival, first <br />responders and paramedics assessed Mr. Lopez and determined that he was <br />still in full cardiac arrest. Mr. Lopez was defibrillated a total of two times and <br />administered cardiac resuscitation drugs in an effort to restore a pulse. After <br />several minutes of aggressively attempting to resuscitate Mr. Lo <br />return of a spontaneous pulse was announced by paramedics at 4:3 <br /> <br />
