Powell <br /> <br />(e) <br />Consider approval or other action authorizing the City Manager to execute a Water Service <br />Agreement and a Sanitary Sewer Service Agreement with Hydro-Fairmont Real Estate, LLC <br />for its development at 11802 Fairmont Parkway in the Bayport Industrial District T. <br />Tietjens <br /> <br />Regarding Item C, Councilmember Zemanek questioned the order of the Reserve Force. Police <br />Chief Ken Adcox responded 10 unpaid commissioned officers without benefits are allowed to serve <br />16 hours per month, per the City Charter. Councilmember K. Martin questioned the ranking if an <br />officer decides to come off the Reserve Force. Chief Adcox responded if an officer returns within <br />two years in good status, the ranking and seniority will remain the same. Councilmember Zemanek <br />asked if an officer decides to return and there is not a position available, will the officer then filling <br />the position be demoted? Mr. Adcox responded Council and City Administrative can decide to fill <br />the position through attrition. <br /> <br />Regarding Item D, Mayor Rigby questioned the representative of Hydro-Fairmont Real Estate, LLC. <br />Tax Manager Kathy Powell responded a subsidiary of Kelly Fairmont. Mayor Rigby asked what type <br />of business is Kelly Fairmont.
