Items L, U, C, R, S and T were discussed and taken out of order at this time due to <br />Councilmembers Earp and J. Martin having to leave the meeting at 12:00 p.m. See <br />items for discussions. <br />C. City Attorney/City Prosecutor ((Councilmember Earp) — C. Alexander <br />City Manager Corby Alexander presented a summary <br />Councilmember Earp questioned the current attorneys being provided health insurance and <br />not being employed by the City and not having a contract with the City. <br />Mayor Rigby commented City Council has to decide if an attorney/prosecutor is needed <br />in-house or by contract. <br />Staff was directed to bring back options for a full time in-house city attorney vs. a city attorney <br />with a contract. Staff was also directed to bring back options for revising the existing city <br />attorneys' arrangement. <br />D. Public Works Facility Improvements — (Mayor Rigby) — D. Pennell <br />Public Works Director Don Pennell presented a summary and recommended a thorough <br />evaluation be conducted to see what improvements are required rather than a total rebuild. <br />Council agreed for Staff to get an engineered assessment of how to proceed. <br />Mayor Rigby recessed for a break at 9:55 a.m. Mayor Rigby reconvened the workshop at 10:08 a.m. <br />E. Discuss GASB 75 and OPEB — M. Dolby <br />Finance Director Michael Dolby presented a summary and recommended pre -funding and <br />setting aside $2.3 million to lower the liability. <br />Staff was directed to get actuarial information and report back. <br />F. Parking Lot Renovation at Fairmont Park (Councilmember Ojeda) — R. Epting <br />Parks and Recreation Director Rosalyn Epting presented a summary. <br />There were no objections to moving forward with the project. <br />G. Library Security Cameras and Summer Reading Program — (Councilmember Ojeda) — <br />E. Epting <br />Parks and Recreation Director Rosalyn Epting presented a summary. <br />Councilmember Ojeda advised she is a volunteer at the library and has heard of vandalism <br />and mischief at the library and requested the city provide security cameras and a summer <br />reading program. <br />There were no objections to moving forward with the project. <br />H. Playground at Woodfalls Park — (Councilmember Ojeda) — R.
