LOUIS RIGBY <br />Mayor <br />JOHN ZEMANEK <br />Councilmember At Large A <br />STEVE GILLETT <br />Councilmember At Large B <br />DANNY EARP <br />Councilmember District 1 <br />CHUCK ENGELKEN <br />Councilmember District 2 <br />MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE CITY OF LA PORTE <br />MARCH 23, 2019 <br />BILL BENTLEY <br />Councilmember District 3 <br />KRISTIN MARTIN <br />Councilmember District 4 <br />JAY MARTIN <br />Councilmember District 5 <br />NANCY OJEDA <br />Councilmember District 6 <br />Mayor Pro-Tem <br />The City Council of the City of La Porte met in a special meeting on Saturday, March 23, 2019, at the City Hall <br />Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 8:00 a.m., with the following in <br />attendance: <br />Councilmembers present: Louis Rigby, John Zemanek, Steve Gillett, Danny Earp, Chuck Engelken, Bill Bentley, <br />Kristin Martin, Jay Martin, Nancy Ojeda <br />Councilmembers absent: None <br />Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary <br />CALL TO ORDER — Mayor Rigby called the meeting to order at 8:30 a.m. <br />2. PRESENTATION, DISCUSSION AND POSSIBLE ACTION The purpose of this meeting is to discuss and <br />formulate City Council and staff plans, operations, policies, and/or future projects, including the following: <br />(a) Financial Overview. [Michael Dolby, Finance Director] <br />(b) Medical & Health Insurance Update. [Matt Hartleib, Human Resources Manager] <br />(c) City Facility Maintenance Program (Councilmember Engelken) [Roz Epting, Parks and <br />Recreation Director] <br />Councilmember Engelken asked that Parks bring back a plan to address concerns while keeping <br />budgetary constraints in mind. Councilmember Gillett suggested looking at creating a Building <br />Maintenance Division, as an internal service fund similar to Motor Pool. <br />(d) Library Flooring & Repainting. [Roz Epting, Parks and Recreation Director] <br />Mayor Rigby confirmed there was no Council objection to adding the $120,000 request as presented <br />to the budget process. <br />(e) Fitness Center (Councilmembers J. Martin and Zemanek) [Corby Alexander, City Manager and <br />Roz Epting, Parks and Recreation Director] <br />Director Epting noted the final estimate of $14,871,262.75 (not including land acquisition) had only <br />arrived yesterday from PGAL Architects, but City Manager Alexander cautioned that these were <br />estimates only, that the Council would decide an all -in number and value -engineer back to possible <br />improvements. Councilmember Gillett expressed concerns on the architectural and flow layout and <br />advocated for professional design review. Councilmember Earp moved retaining a consultant to <br />entertain cost analysis options for up to four options for a facility (on another location, using additional <br />EDC funding for a fitness center on the bay, remodeling of the SPORT/Senior facilities). The motion <br />was adopted, 8-1, Councilmember Gillett voting against. (Councilmember Bentley stepped away from <br />the meeting from 10:13-10:18.
