LOUIS RIGBY <br />Mayor <br />BRANDON LUNSFORD <br />Councilperson At Large A <br />STEVE GILLETT <br />Councilperson At Large B <br />DANNY EARP <br />Councilperson District 1 <br />CHUCK ENGELKEN <br />Councilperson District 2 <br />MINUTES OF THE REGULAR MEETING OF THE <br />CITY COUNCIL OF THE CITY OF LA PORTE <br />AUGUST 12, 2019 <br />BILL BENTLEY <br />Councilperson District 3 <br />Mayor Pro-Tem <br />THOMAS GARZA <br />Councilperson District 4 <br />JAY MARTIN <br />Councilperson District 5 <br />NANCY OJEDA <br />Councilperson District 6 <br />The City Council of the City of La Porte met in a regular meeting on Monday, August 12, 2019, at the City Hall <br />Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following in attendance: <br />Councilpersons present: Louis Rigby, Brandon Lunsford, Steve Gillett, Danny Earp, Chuck Engelken, Bill Bentley, <br />Thomas Garza, Jay Martin, Nancy Ojeda <br />Councilpersons absent: None <br />Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark Askins, <br />Assistant City Attorney <br />1. CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m. <br />2. INVOCATION — The invocation was given by Dr. Dee Spears, Fairmont Park Church. <br />PLEDGES — The pledges of allegiance to the U.S. and Texas flags were led by Councilperson Bill Bentley. <br />3. PUBLIC COMMENTS (Limited to five minutes per person.) Justin Suringer expressed his concern that he has been <br />intimidated and assaulted by LPPD. Jeff Martin spoke on behalf of the La Porte-Bayshore Chamber of Commerce <br />to thank the Council for City summer camps and City staff. Randy Rowan asked the Council to review Charter <br />2.02(b) and when and how the Council judges the qualifications of Council candidates. Donna O'Conner spoke in <br />support of all the local first responders and their response to Friday evening's drownings at Sylvan Beach. <br />4. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES <br />(a) The City Council will hold a public hearing to receive comments regarding proposed City of La Porte <br />Wharton Weems Blvd./S. Broadway St. Sidewalk Improvements — SRTS project, and discuss and <br />possibly adopt Resolution 2019-10 in support of project funding and a commitment to project <br />development, implementation, construction, maintenance, management and financing. [Teresa Evans, <br />Planning and Development Director] <br />Mayor Rigby opened the public hearing at 6:17 p.m. Teresa Evans, Planning and Development Director, <br />provided a presentation. Maggie Anderson expressed concerns about the curb placement. Mason Peres said <br />there was already crosswalk access to Bayshore Elementary and suggested the Council wait and revise the <br />project. The Mayor closed the public hearing at 6:28 p.m. <br />Councilperson Garza moved to authorize the City Manager to apply for a Texas Department of Transportation <br />(TxDOT) Safe Routes to School (SRTS) grant and approve Resolution 2019-10 in support of project funding <br />and a commitment to project development, implementation, construction, maintenance, management and <br />financing; the motion was adopted, 9-0. <br />5. STATUTORY AGENDA <br />(a) Approve the minutes of the meeting held on July 22, 2019. [Mayor Louis R.
