Council <br />directed staff to proceed with the proposed project and include $225,658 in the FY 2024 budget <br />for the implementation of the project. <br />The range rebuild project will consist of two phases. The first phase will includethe removal of <br />the existing lead-filled rubber blocks and some miscellaneous structure materials from the site. A <br />qualified hazardous materials company must complete the work. The Police Department <br />contacted three different hazardous materials vendorswho each visitedthe range siteseparately <br />so that they were aware of the quantity and type of materials to be removed and so that each had <br />a complete understanding of the scope of work. Quotes were subsequently sent to the vendors. <br />Upon receipt of the quotesfor the first phase,the low bid was from Haz Mat Special Services, <br />LLC, in the amount of $13,990.The cost is substantially less than projected originally. <br />The second phase of the project will be the range rebuild. As discussed during the retreat, the <br />Department exploredother types of range systems becausethe current rubber block system <br />proved unsustainable for the Departmentstructurally andeconomically. After research, a bullet <br />trap system offered byAction Target was recommended. <br />The Department has received a quote from Action Target for$144,000.00 under a GSA contract <br />number GS07F0482Y. Action Target is also a sole source for this type of range system due to <br />the nature of the products used to build the bullet trap system. <br />The Police Department projects an additional $8,000 in materials, such as lumber, that will be <br />needed to finish the project. <br /> <br />
