The bid was posted on CivCast, Public Purchase and advertised in the Bay Area <br />Observer on September 15 and September 22, 2022. Reytec Construction Resources, Inc., was <br />the only company that responded with a bid. The total amount of base bid items, supplemental <br />bid items and alternative bid items was $32,596,610.00. Excluding the alternative bid items, the <br />bid for the Lomax improvements was $26,053,250.00. The bid for the Coupland improvements <br />was $2,300,145.00. <br />This is a regional sanitary sewer project that eliminates 9 aging lift stations and replaces 20,000 <br />feet of aging sewer pipe with new gravity main. A single regional lift station is planned near La <br />Porte Airport with a new sewer force main extending to Fairmont Parkway trunk main to replace <br />8100 feet of aging force main pipe. This project also encompasses Coupland Drive Paving and <br />Drainage project, as much of the excavation areas will overlap. The project has been in final <br />design and approval phase for over two years. Funding for this project is largely from a low interest <br />loan secured from Texas Water Board (TWDB) and supplemented by American Rescue Plan <br />(ARPA). The Coupland portion is funded by City funds. <br />The base bid amount for the sanitary sewer improvements and lift station exceeds the engineers <br />estimate by $14,994,875.00. The base bid amount for Coupland Drive exceeds the engineers <br />estimate by $881,870.00. HDR Inc., the design engineer has evaluated the bid and provided a <br />letter of recommendation to reject the bid. HDR has indicated that unit prices submitted by Reytec <br />were consistently above similar recent construction projects. The City's Grant Administrator, <br />GrantWorks, has previously indicated a preference for submitted projects with more than one <br />bidder. The design engineer intends to determine why there was no interest from similar <br />contractors that specialize in this type of work. If needed, changes to the bid package will be made <br />
