The baler has enabled the City to reduce <br />processing and transportation costs. <br />Attachment A illustrates the City's recycling activities for the <br />1992 year. With an average of 282 citizens participating each day, <br />the total average participation rate is 3.5%. Total net savings <br />for 1992 was $4,661.99. This figure is calculated by adding the <br />total estimated avoided disposal costs to revenue from sale of <br />recyclables, and subtracting the expenses associated with <br />collection, transportation and administration of the program. <br />Avoided costs include collection and transportation, as well as <br />disposal, and totals $11.14 per cubic yard. With the new contract <br />for sale of newsprint and magazines, the revenue generated from the <br />Recycling Center has shown a marked increase, with a projected <br />total net savings for 1993 of approximately $8,000. <br />One area of concern is the low participation rate. Drop-off <br />recycling historically has a low rate, and La Porte's experience is <br />no different. With less than 5% participation, the City's program <br />is obviously serving only those citizens that have a large degree <br />of interest in recycling. Inconvenience of a drop-off center will <br />deter most citizens from participation. Curb -side collection, by <br />force account or contract, has the potential to increase <br />participation to an estimated 25%. <br />• <br />
