<br />. <br /> <br />. <br /> <br />Ordinance No. 1435, Page 5. <br /> <br />(B) By Persons. Any person making personal, impertinent, <br />or slanderours remarks or who shall become boisterous <br />while ~ddressing the Council shall be forthwith, by <br />the Presiding Officer, barred from further audience <br />before the Council, unless permission to continue be <br />granted by a majority vote of the Council. <br /> <br />Section 1-216. Enforcement of Decorum. The Chief of Police, <br />or such member or members of the Police Department as he may <br />designate, shall be Sergeant-at-Arms of the Council meetings. <br />He, or they, shall carry out all orders and instructions given <br />by the Presiding Officer for the purpose of maintaining order <br />and decorum at the Council meeting. Upon instructions of the <br />Presiding Officer, it shall be the duty of the Sergeant-at-Arms, <br />or any of them present, to place any person who violates the order <br />and decorum of the meeting under arrest, and cause him to be <br />prosecuted under the provisions of this Code, the complaint to <br />be signed by the Presiding Officer. <br /> <br />Section 1-217. Persons Authorized to be at Tables. No <br />person, except City officials, their representatives, and news- <br />paper reporters, shall be permitted to be at the two tables in <br />front of the Council table, without the express consent of the <br />Council. <br /> <br />Section 1-218. Special Committees. All special committees <br />shall be appointed by majority vote of the Council. <br /> <br />Section'1-2l9. Members May File Protests Against Council <br />Action. Any member shall have the right to have the reasons for <br />his dissent from, or protest against, any action of the Council <br />entered on the minutes. <br /> <br />Section 1-220. Claims Against. City. No account or other <br />demand against the City shall be allowed until the same has been <br />considered and reported upon by the City Manager and the City <br />Attorney. <br /> <br />Section 1-221. Ordinances, Resolutions, Motions and Contracts. <br /> <br />(A) Preparation of Ordinances. All ordinances shall be <br />prepared by the City Attorney. No ordinance shall be <br />prepared for presentation to the Council unless ordered <br />by three (3) members of the Council, or requested by <br />the City Manager, or prepared by the City Attorney on <br />his own initiative, in consultation with the City <br />Manager. <br /> <br />(B) Prior A~proval by Administrative Staff. All ordinances, <br />resolutlons and contract documents shall, before pre- <br />sentation to the Council, have been approved as to <br />form and legality by the City Attorney or his authorized <br />representative, and shall have been examined and approved <br />for administration by the City Manager or his authorized <br />representative, where there are substantive matters <br />of administration involved. <br />
