• <br />CITY OF LA PORTE <br /> <br />INTEROFFICE MEMORANDUM <br />July 22, 2002 <br />TO: Audit Committee Members <br />FROM: Robert~H~a~it~r, ~ana~gQr j <br />SUBJECT: Report Prepared by Director and <br />Assistant Director of Finance <br />As Cynthia Alexander indicated in her memorandum dated July 19, 2002, her <br />review was cursory in nature. She also notes that the documents used in her <br />review were obtained from the City's Document Imaging System. She is <br />reporting on a six-year transaction list (1996 to present). <br />believe when a thorough review is conducted, you will find receipts associated <br />with a charge for a purchase existed when it left the City Manager's office and <br />was forwarded to Finance for processing and ultimately on to the Document <br />Imaging station. Also missing from the transaction list are reimbursements from <br />the employee or other entities for which the employee performed a service. She <br />also implies that the administration of credit cards lies with the City Manager's <br />office. When I came to work for the City in 1986, I was issued a credit card from <br />Finance with no guidelines from the City Council or any notations from the prior <br />City Manager that the administration of credit cards fell under the management <br />and oversight of the City Manager. <br />I also recommend that the Audit Committee look into the earlier concerns raised <br />by a La Porte citizen in regards to Council travel policies associated with spousal <br />travel and use of per diems. If this is not done, I believe the City will be <br />subjected to additional criticism. <br />I trust that the Audit Committee and the City Council will be diligent and careful in <br />their review to insure no one's due process is overlooked.
