Building Codes Appeals Board Minutes of January 15, 2009 Members Present: Tom Campbell, Terry Bunch, Ken Schlather, Michael Reedy and Mark Follis Members Absent: Ron Holt and Paul Larson City Staff Present: Debbie Wilmore, Chief Building Official; Mark Huber, Deputy Building Official; and Tim Tietjens, Director of Planning Others Present: Clark Askins, Assistant City Attorney 1. CALL TO ORDER Meeting called to order at 6:02 P.M. by Chairman Tom Campbell. 2. CONSIDER APPROVING MINUTES FROM THE DECEMBER 18, 2008 MEETING Motion to approve the December 18, 2008 minutes, as submitted, was made by Terry Bunch. Second by Ken Schlather. Motion passed unanimously. 3. REVIEW AND DISCUSS INDIVIDUAL BOARD TERM EXPIRATON DATES Mr. Campbell asked Assistant City Attorney Clark Askins to cover this item. Mr. Askins explained the method of appointment and the practice of staggering terms to avoid all board members having a common term expiration date. 4. REVIEW AND DISCUSS HANDOUT ON BOARD POWERSIDUTIES Mr. Campbell requested that Mr. Askins cover this item on the agenda. Mr. Askins explained the board's powers and duties as established by city ordinance. In addition, he explained that caution should be used when members discuss board related matters outside of an actual meeting. The Board felt it would be beneficial to the public to have the handout (as currently developed) on the City's web site. Staff agreed to forward it for addition to the website. 5. REVIEW AND DISCUSS ICC INTERPRETATION ON ROOF FASTENERS Debbie Wilmore advised staff that the ICC representative believes the IRC Sect. R905.2.6 is talking about the manufacturer recommendations on the nailing pattern and still talking about nails rather than staples even though some manufacturers allow the use of staples.
