<br />state law, but property owners were welcome to avail themselves of the existing rezoning <br />process through the City's Planning and Zoning Commission. <br /> <br />7. John Joerns discussed the benefits of proposed utilities to property owners. He <br />reminded them that they were not free - development of property would require the <br />payment of front-foot fees if the City installed. rfthey were not constructed due to <br />budget constraints, property owners would be responsible for construction, with the <br />possibility of reimbursement under the utility extension policy. Ron Bavarius stated that <br />the utilities had not yet been designed. His firm has performed a feasibility study for <br />water and sewer construction, looking at several alternatives, and that the recommended <br />alternative would be designed as soon as the City authorized the proposal submitted for <br />design. He also stated that, under the preferred alternative, a small lift station site <br />(25'x25') would be required in the southeast portion of the Project. <br /> <br />8. Questions: <br />~ Existing resident have mailboxes on west side of Canada, with residences on the <br />east side. How will they cross busy, 4-lane road to get mail. Staff will research <br />the possibility of the Postal Service changing mail delivery to the east side of <br />Canada prior to construction. <br />~ Property owners questioned whether regional detention was design or <br />contemplated. The current road design does not contemplate draining acreage - <br />only to roadway. Discussion was held that the City consider incorporation of a <br />regional detention facility in the road design or, possibly incorporate detention in <br />the design and development of the proposed park. <br />~ Property owners wanted to know the process for property donation for Right of <br />Way. Knox Askins explained the process. Property owners were directed to <br />contact Steve Gillett to initiate the process, and he would coordinate with Mr. <br />Askins. <br />~ Potholes on existing Canada Road from HCFCD construction. City will follow <br />up on repairs to Canada Road as needed. <br />~ Where will project start - north or south end. Ron Baverian indicated that the <br />design called for the Project to begin on the south end, due to drainage <br />construction concerns. Will follow up on this with Engineer to see if construction <br />can begin on North end, especially the intersection of Spencer Highway. <br /> <br />9.
