Section,83. Municipal elections. <br />Tie regular election for the choice of a Mayor and <br />members of the Commission as provided in Article II, Section 12, <br />shall be held annually on the first Saturday of April. The <br />Commission may by ordinance or resolution order a special election, <br />fix the time for holding same,and provide all means for holding <br />such special elections. <br />
