<br />The mayor and City Secretary are hereby authorized and in-
<br />structed to issue d"darrants to pay the regular monthly, semi-
<br />monthly and weekly salaries of the City employees and officers,
<br />as and when they become due and payable. They are further
<br />authorized and instructed to issue Vdarrants to parties entitled
<br />to refunds on water deposits, when due, and to issue Warrants to
<br />apply, and~or to refund, tax deposits, when due. All other
<br />l~larrants shall be expressly authorized by the Gity Council at a
<br />meeting before issuance..
