P:i. <br />Regular meeting of the City Commission was called to order by P~ayczr PaL ~. <br />Burgin, with the following members and city officials present: Commissioners <br />L. R. Rigby and Robert A, Whites City Attorney Ea~warcl J.Caele~ Supt. of Public <br />Works W. A. Arthur, and City Clerk J.E. P~~.ild.oon. <br />Minutes, of the 1 ass meeting w ere r sad anal approved. <br />Mr. J. R. IIzsrni n~er appeared before the Commission an~i complaineel that it <br />appeared the City had constructed a d itch on his property in Block No. 1107, <br />La Porte. The Commission advised him they vrou7.d. have their Engineer go out <br />on the ground and make a survey to ascertain whethex or not this was s o. <br />This was satisfactory with Mr. Ensminger. <br />Pair. S, W. Woods' k2igineer~ representing A. B, Moore Engineering fix~t~ acting <br />for the City of La Porte, d.iscusse~l the streets under construction in the <br />City of La Porte. He explained to the Commission how faulty asphalt can cause <br />base failures. Asphalt on the street is like a roof on a house, it is supposaei. <br />to keep water out of the bases said Pdr, ~looals. Tn several places, water had <br />leaked in, causing base failures. <br />Mr. Woods saie~ he is bringing in an independent firm for an inspection tour <br />of the streets at 1:00 P. M., Monday,. and asked. that the Mayox and the Cor.>rn- <br />issioners accoa:par~ him on this inspection. <br />The Co~ni.ssion decided. to hold. up the ecntractor r s payment, after asking the <br />advise of City Attorney E, J. Cade, until the vrork can be ccznpleted, sat3.s- <br />f actorily. <br />The City Clerk read a letter from the Texas Hi~iway Department ~ in connection <br />with the traffic light which trTas requested for the intersection of Higkrr~ay <br />146 and Avenue 'rG". In tP~.s letter the State I-i-i.ghvray i~epartment re3ected <br />their request fcr installing a traffic light at this intersection, after a <br />traffic count slid not show the need. for one. <br />Riotion by Rigby second by ':~hite~ authorizing the City Clerk to issue check <br />to the F`ise Departments, for X100.00 prize money, given each year. <br />Carried.. <br />Motion by R.igby~ s®cond by Whitey authorizing Commissioner White to select <br />a desk f or Chief Roberson from the old City office in the City Hall. <br />Carrie~t. <br />P.4otion by Rigby, second by 17tiite~ authorizing City Attorney Fsc~wgra~ J. Cade <br />to drarnr up an ordi.namce on septic tanks, one ~rhich will have rrteethrr in it, <br />Carried.. <br />
