<br />• <br /> <br />MINUTES - SPECIAL MEETING <br />LA PORTS CITY COMMISSION, LA PORTS, TEXAS <br />January 12, 1966 <br />MEMBERS OF THE COMMISSION PRESENT: Mayor N. P. Pfeiffer, <br />Commissioners Tom W. Osburn, W. A. Stabs, Jr., Russell <br />Shepherd, and Lois J. Compton. <br />MEMBERS OF THE COMMISSION ABSENT: None <br />OTHER CITY OFFICIALS PRESENT: City Attorney Knox Askins, <br />City Cierk Marilyn Kelley, and C{ty Engineer H. Carlos <br />Smith. <br />PRESIDING: Mayor Pfeiffer. <br />+ + + <br />1. After a general discussion of the public hearing held <br />on January 10, 1966, Commissioner Compton made a motion <br />seconded by Commissioner Shepherd that the request for <br />rezoning of Block 134, Town of La Porte, from class "C" <br />Single Fami-ly Dwelling to class Apartments, be rejected. <br />Motion carried with Commissioners Compton, Shepherd and <br />Stabs voting "Yes" and Commissioner Osburn voting "No". <br />• + + + <br />2. A motion was made by Commissioner Osburn, seconded by <br />Commissioner Stabs and carried that Ordinance No. 730A <br />be passed on first and final reading. <br />CAPTION: <br />AN 0~7DINANCE AMENDING ORDINANCE NO. 730 AS PASSED AND <br />APPROVED ON DECEMBER 27, 1965. <br />+ + + <br />3. The City Attorney stated that in the mtnutes of the <br />City Commission meeting of April 30, 1962, hiring <br />H. Carlos Smith as City Engineer, the City agreed to <br />pay him 2J~6 of ati over X40,000. of new construction <br />in any one fiscal year. He further pointed out that <br />some might feel a contract on fee basis in violation <br />of the City Charter. He recommended that Mr. Smith <br />be placed on a salary basis sufficent to compensate <br />him for his engineering work through the present <br />bond work. Commissioner Osburn made a motion, seconded <br />by Commissioner Stabs and carried that Ordinance No. 734 <br />be passed on first and final reading. <br />
