Box 1115
La Porte, Texas 77571
Gentlemen:
We have completed the tabulation of bids received on August 4, 1969,
pursuant to the roadway improvements planned for your city. The final
• tabulation deviates somewhat from those prices quoted at the letting.
The lowest base bid was submitted by Walter A. Smith and was in the a-
mount of $54,422.10. The lowest alternate bid, when tabulated, was sub-
mitted by Warren Brothers and was in the amount of $69,039.95. Neither
of these proposals were qualified, nor did they appear to be unbalanced
in any way.
In view of the bids received, it is apparent that the chemical method
of construction is not economical. The bids reveal that the chemical
method costs $14,617.85 more than the conventional roadbuilding method;
therefore we see no reason to pursue the chemical roadbuilding methods
any further. We recommend using the base bid throughout the entire proj-
ect.
The lowest base bid, submitted by Walter A. Smith, is not entirely a
bona fide bid. Mr. Smith's failure to submit a proposal on the alternate
could be grounds for rejection of his entire proposal. This fact does
not disturb our firm in so far as the alternate is much higher than the
base bid.
It would be our recommendation to award a construction contract in the
amount of $54,422.10 to Walter A. Smith Paving Contractors, Inc. for the
~~
Exhibt No. 7
