Box 1115 <br />La Porte, Texas 77571 <br />Gentlemen: <br />We have completed the tabulation of bids received on August 4, 1969, <br />pursuant to the roadway improvements planned for your city. The final <br />• tabulation deviates somewhat from those prices quoted at the letting. <br />The lowest base bid was submitted by Walter A. Smith and was in the a- <br />mount of $54,422.10. The lowest alternate bid, when tabulated, was sub- <br />mitted by Warren Brothers and was in the amount of $69,039.95. Neither <br />of these proposals were qualified, nor did they appear to be unbalanced <br />in any way. <br />In view of the bids received, it is apparent that the chemical method <br />of construction is not economical. The bids reveal that the chemical <br />method costs $14,617.85 more than the conventional roadbuilding method; <br />therefore we see no reason to pursue the chemical roadbuilding methods <br />any further. We recommend using the base bid throughout the entire proj- <br />ect. <br />The lowest base bid, submitted by Walter A. Smith, is not entirely a <br />bona fide bid. Mr. Smith's failure to submit a proposal on the alternate <br />could be grounds for rejection of his entire proposal. This fact does <br />not disturb our firm in so far as the alternate is much higher than the <br />base bid. <br />It would be our recommendation to award a construction contract in the <br />amount of $54,422.10 to Walter A. Smith Paving Contractors, Inc. for the <br />~~ <br />Exhibt No. 7 <br />
