MINUTES - REGULAR MEETl7~G <br />OF THE <br />LA PORTS CITY CQMM/SS/ON, LA PORTS, TEXAS <br />OCTOBER 6, 9969 <br />7:00 P.M. <br />MEMBERS OF THE COMM/SS/ON PRESENT: Mayor H.P.Pfeiffer, Commissioners <br />Bobby J. Burgin, Charles D. Boyle, H. Gould Crofoot and E.A. Thomas. <br />MEMBERS OF THE CQMMISSION ABSENT: None. <br />OTHER CITY OFFICIALS PRESENT: City Administrator P. V. Werner, City <br />Clerk Virginia Ctfne, City Attorney Knox Askins and Chief of Police <br />H. F. Freeman. <br />PRESIDING: Mayor Pfeiffer. <br />+ + + <br />Minutes of the regular meeting of September 22, 9969 and the special <br />meeting of September 29, 9969 were approved as presented. <br />+ + t <br />9. A discussion was held on proposed writer and sewer rate increases. <br />Motion was made by Commissioner Boyle, seconded by Commissioner <br /> Crofoot that Ordinance No. 829 be accepted as presented. <br /> Commissioners Boyle, Burgin and Crofoot voted yes, Commissioner <br /> Thomas voted no. Motion carried. <br /> CAPTION: <br /> AN ORDINANCE ESTABLISHING WATER AND SEWER SERVICE RATES; <br /> SETTING TIME OF PAYMENT, METHOD OF BILLING, AND PENALTY <br /> FOR LATE PAYMENT, TERM/NATION OF SERVICE FOR FAILURE TO PAY; <br /> PROCEDURE FOR RECONNECTION; PROVIDING FOR DEPOSITS AND REFUNDS <br /> PROHIBITING SEPERATE PAYMENTS; ESTABLISHING RATES FCR SERVICE <br /> OUTSIDE CITY LIMITS; REPEALING CONFLICTING ORDINANCES TO THE <br /> EXTENT OF CONFLICT; CONTAINING A SAV/NGS CLAUSE; AND PROVIDING <br /> FOR THE EFFECTIVE DATE HEREOF. <br /> + + t <br />2. Motion was made by Commtssioner Thomas, seconded by Commissioner <br /> Burgin that the Commission decline Mr. Damuth's offer to donate <br /> fwo(2) sixty(60) foot lots on Oak Grove to the City. Motion <br /> carried. <br /> + + + <br />3. The Commission tabled action on the installation of a street <br /> light of 97th street and Spencer Highway pending further study <br /> fo map street tights locations in order to light the streets <br /> more uniformly. <br /> + + + <br />4. Motion was made by Comunissioner Thomas, seconded by Commissioner <br /> Boyle that the Planning and Zoning Commission and the City <br /> Commission hold a pubitc hearing on October 27, 9969, in regards <br /> to the fronting of Bayshore property. Motion carried. <br /> + + + <br />5. Mr. Lee Barnett, president of the Board of Trustees of the <br /> La Porte School District, appeared before the Commission <br /> in regards to the City undertaking the responsibility of the <br /> school crossing guards next year. Mr. Barnett stated the Board <br /> felt a patrolman with more authority was needed at the cross <br /> <br />
