Box 1115 <br />La Porte, Texas 77571 <br />Re: Tape Recordings of Meetings <br />Gentlemen: <br />Mayor Smith has asked me to give you my thoughts on a suggested <br />policy for tape recording the meetings of the City Commission, <br />and the use of the tape recordings after the meetings. I suggest <br />the following: <br />(1) All general and special meetings will be tape recorded <br />by the City Clerk. <br />(2) The tape recordings of the meetings shall not constitute <br />the official record of the meeting. The tape recordings <br />shall be used by the City Clerk to assist her in preparing <br />the minutes of the meeting, which minutes, when,: approved <br />by City Commission, shall constitute the only official <br />record of the meeting. <br />(3) The tape recordings shall be retained, i.e., they shall <br />not be erased, until after City Commission has approved <br />the official minutes of a particular meeting. After that <br />time, they may be erased and re-used by the City Clerk. <br />(4) Tape recordings of meetings shall not be made available <br />for listening, or copying purposes, by persons other than <br />the Mayor, City Commissioners, and appropriate City <br />officials having a concern in the matter, such as the <br />City Administrator, City Clerk, and City Attorney. Any <br />other persons desiring to listen to the tape, must obtain <br />prior permission from the City Commission. <br />The City Commission may, ~f course, want to add further rules to <br />these. <br />Yo s very truly, <br />Knox W.
