Thomas <br />to accept bids August 6, 1971 at 4:30 P.M. for <br />water and sewer service to thirty one C31) new <br />homes being built by Mr. Akard Beall of Lakewood <br />Development Company. Motion carried by the <br />following vote: <br />AYES: Commissioners Thomas, Kibodeaux and Crofoot. <br />NAYS: None. <br />ABSENT: Commissioner Sampson. <br />+ + + + <br />15. Mr. John Rivard, of the La Porte Area Human Develop- <br />ment Committee, addressed the Commission in regards <br />,too the city committing two lots to the Harris County <br />community Action Association for use as a site for <br />a Head Start Center. Mr. Rivard stated HCCAA would <br />bear all expenses of moving, erection and upkeep of <br />a 30x90 foot surplus building that had been obtained <br />from Ellington Air Force Base. <br />• HCCAA officials, Head. Start staff members, parents <br />of Head Start children and members of the La Porte <br />Area Human Development Committee were present at <br />the meeting to support the action. <br />Motion by Comm. Thomas, seconded by Comm. Crofoot <br />to committ lots 1 and 34, Block 59 to HCCAA for <br />the Head Start Program for a period of five years, <br />subject to the City Attorney's approval of the lease. <br />Motion carried by the following vote: <br />AYES: Commissioners Thomas, Kibodeaux and Crofoot. <br />NAYS: None. <br />ABSENT: Commissioner Sampson. <br />+ + + <br />16. Motion by Coma. Thomas, seconded by Comm. Crofoot <br />to postpone for additional study an ordinance <br />retaining the services of H. P. Pfeiffer.
