Spradling addressed the Commission to <br />express his opposition to the proposed use of <br />the IvTorthside Civic Center for a training program <br />planned by the Neighborhood Center. Mr. Spradling <br />also spoke of several incidents pertaining to <br />administrative procedures and personnel problems. <br />Mayor Smith stated the Neighborhood Center had <br />caithdrawn their request for use of city facilities <br />and that anything pertaining to personnel <br />problems would be discussed in executive session. <br />+ ~+ + <br />3. A lengthly discussion was held on the Flood <br />Insurance Program. <br />Mr. Paul Gillette, State Administrator of the <br />Federal Flood Insurance Program, explained the <br />program in detail and answered questions asked <br />by the Commission and several visitors. <br />• Motion by Comm. Crofoot, seconded by Comm. Kibodeaux <br />to adopt Ordinance No. X05-F as read. Motion <br />carried by the following vote: <br />AYES: Commissioners Thomas, Kibodeaux, Sampson <br />and Crofoot. <br />NAYS: None. <br />CAPTION: <br />AN ORDINANCE AMENDING ORDItiTANCE N0. ~05CAN ORDINANCE <br />PROVIDING RULES AND REGULATIONS GOVERNING THE PLATTING <br />OR RE-PLATTING OF LAND IN THE SUBDIVISIORTS IN THE <br />CITY OF LA PORTS AND WITHIN THE EXTRATERRITORIAL <br />JURISDICTION OF THE CITY Or^ LA PORTS); AND PROVIDING <br />THAT ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE <br />SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON <br />CONVICTION SHALL BE FINED IN ANY SUM NOT LESS THAN <br />TEN DOLLARS($10.00) NOR MORE THAN TWO HUNDRED DOLLARS <br />($200.00) AND EACH DAY SHALL BE DEEMED A SEPARATE <br />OFFENSE; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />+ + + <br /> <br />• ~ Motion by Comm.
