• • <br />• Regular Meeting 10/7/74 - Continued 5 <br />(A) MR. J. R. SPRADLING - Continued - <br />As a point of information, Mr. Spradling stated that he <br />had been a member of the La Porte Municipal Utility <br />District (Weems Water District on old Highway 146). There <br />had been an election two years ago in January and he was <br />not re-elected. He further stated that he had received a <br />letter from the attorney, representing the water district, <br />asking him to attend a meeting on October 8, 1974, inform- <br />ing him that the election has not been canvassed and he <br />is still on the board. <br />Mayor Thomas asked Mr. Askins how long you have to <br />canvass an election, according to the Constitution and <br />By-Laws. Mr. Askins stated that elections were supposed <br />to be canvassed within ten days. It was the consensus <br />of opinion that Mr. Spradling had no obligation to the <br />City or the Water District and it was left to his own <br />discretion as to whether he attended the meeting or not. <br />WATER BILLS - Mr. Spradling stated that he wanted to talk <br />to the Commission about his Mother-In-Law's water bill. <br />• Month before last the bill was $16.75. In checking he <br />was advised that the meters had not been read and had <br />been estimated. The meters were now being read and the <br />bill was correct. This was acceptable. However, when <br />the next bill came, it was for $15.24. Mrs. Shireman <br />has been in the same house for three years. Mr. Spradling <br />gave the amount of the bills received for the past three <br />years. There was very little variation until the past <br />couple of months. There is some kind of discrepancy. <br />Mr. Spradling stated that he had heard that there were <br />some adjustments made on some water bills. Mayor Thomas <br />informed Mr. Spradling that an adjustment was made only <br />if a meter was over-read. Mr. Spradling stated that he <br />felt there was much lacking in regard to the meters and <br />meter repair as well as the whole Water Department. <br />There was a brief discussion regarding the possibility of <br />an increase in water rates. Mayor Thomas informed <br />Mr. Spradling that this was discussed at work shop on <br />September 25, 1974, and it was the consensus of opinion <br />that before an increase was made in the water rates that <br />additional time would be given to allow the City to get <br />the rate of payment back up to 80~ of the pumpage. After <br />this, if the Water Department was still operating in the <br />red, a rate increase would be necessary. <br />;~ <br />
