Thomas Mayor of La Porte P. 0. Box 1115 La Porte, Texas 77571 Dear Mayor Thomas: As you are aware, subsidence of the land is a majpr problem in the Harris County, Texas area. Studies conducted by federal, state, and local agencies indicate that this subsidence results from geological changes that have oc- curred because of reduction in the fresh water tables in the area. There is presently no entity with definitive respon- sibility for taking action necessary to control subsidence. Under the provisions of Chapter 52 of the Texas Water Code the first necessary step to the creation of an under- ground water conservation district to deal with the subsi- dence problem is the filing of a petition requesting that the Texas Water Rights Commission designate and define the underground reservoir involved. We have prepared the en- closed petition, which WheIl .filed with the Texas Water Rights Commission will initiate the administrative procedure for the definition and designation of a reservoir. 'It is our intention to petition the Commission to create an underground water conservation district within the area so designated. This letter is to inform you of this action and to invite you to join as a signatory of the enclosed peti- tion if you so desire. We would also appreciate your bringing the enclosed petition to the attention of the City Council and affording the members an opportunity to sign. Since we plan to file the petition by December 1, we would appreciate receipt of the signed petition by that date should you care to participate. .
