• Regular Meeting 1/6/75 5 <br />5. JOINT PUBLIC HEARING - "SPECIAL USE PERMIT" (CONT'D.) <br />Mr. Westergren stated that Mr. R. W. Patrick, Engineer <br />for the proposed project and Mr. John Di Gulio, General <br />Manager for Chemlime were present and would answer any <br />questions. <br />Mr. Westergren presented the proposed plat and explained <br />the location of Outlot 1, Nebraska Syndicate was located <br />between Crestlane and 16th Street. There will be a <br />buffer zone of trees around the site. The lime will come <br />in by rail tank car and leave in liquid form by tank truck. <br />The operation should be lime dust free. <br />There was a brief discussion regarding water usage and <br />the effect of lime dust on the lungs, compared to asbestos. <br />It was determined that the City has no way of determining <br />the effect and must rely on the necessary environmental <br />agencies. <br />Mayor Thomas read the letter of recommendation to call <br />a joint public hearing from the Chairman of the Planning <br />• and Zoning Commission, to consider a special use permit <br />to allow the relocation of Chemlime Corporation, pending <br />approval of all necessary environmental agencies. A copy <br />of said letter is attached and made a part of these minutes. <br />(B) MR. HAROLD PFEIFFER - 619 BROWNELL - Mr. Harold Pfeiffer <br />was recognized and addressed the Commission. Mr. Pfeiffer <br />stated that his business was located at 116 N. 16th Street. <br />Mr. Pfeiffer stated that few people understood the full <br />impact of the environmental agencies. If there are any <br />problems, the agency needs to only be notified, and the <br />operation can be shut down. He further stated he was <br />for growth and urged the Commission to give careful <br />consideration to the request for the special use permit <br />for light industry. <br />Mayor Thomas asked if there was anyone desiring to speak <br />for the request. There being none, declared the joint <br />public hearing closed. <br />The meeting of the City Commission was recessed while <br />the Planning and Zoning Commission met to consider the <br />request for the special use permit. <br /> <br />
