<br />RESOLUTION <br />.r._-- <br />Whereas, it is the purpose of the government of the United <br />States to provide equal opportunity to all its citizens; and, <br />Whereas, the federal block grant programs offer substantial <br />opportunity to American citizens; and, <br />Whereas, the Congress of the United States has failed to <br />_ provide block grant programs under a formula for distribution <br />that treats all citizens equally; <br />Now, therefore be it resolved, that the United States <br />• Conference of Mayors support the introduction and passage of <br />legislation by the Congress of the United States that would <br />require all funds, distributed to the state and local governments <br />under federal block grant programs, to be apportioned as to the <br />.total money allocated to each state on the basis of•the <br />percentage of the population that state has of the population of <br />the United States; and, <br />Be it further resolved that population estimates used to <br />~ determine this formula be biennial estimates of the United States <br />Department of Commerce. <br />C <br />- J.
