. ~ ~ ~ <br /> <br />i TEXAS INDUSTRIAL COMMISSION <br />James H.Harwell, Executive Director <br />July 7, 1978 <br />Dear Mayor: <br />The last session of the Texas Legislature placed on the November, 1978, <br />general election ballot a constitutional amendment which would allow <br />cities and counties the authority to issue revenue bonds to create jobs <br />under specific conditions of statuatory law also passed. This amendment <br />is amendment two on the ballot and has been called the Jobs for Texans <br />Amendment. <br />The Texas Industrial Commission is charged with approving the bond issue <br />along with the Attorney General and the State Securities Board. During <br />the week of July 31-August 4, our Commissioners and staff will hold a <br />series of hearings throughout Texas on the proposed guidelines by which <br />the Commission will review and decide on each issue. <br />Because you and your city council are directly affected by these provisions, <br />you will want to review these proposed guidelines, discuss them with <br />council members and make comments or seek more information at one of the <br />hearings in your area.
