PORTE,_TEXAS <br />Dear Mayor Meta: <br />Please refer to our letter of June 8, 1978 regarding our initial formal <br />request for the above captioned pipeline,. for your. review and approval. <br />The products to be transported initially through the proposed 16" <br />pipeline are naphtha, fuel oil and kerosene. <br />The proposed 16" pipeline will be constructed of O.D. x - 65, 0.354" <br />wall thickness, ERW carrier pipe. The pipeline will have a maximum <br />operating pressure of 1,440 psi, which is only 5C% of yield strength. <br />The DOT Spec. 195, Section 105, allows an operating pressure of 72% <br />of yield strength. <br />This pipeline shall be installed in a manner so as to tt>aintaire a <br />minimum depth of 48" of cover below the natural surface of the ground to <br />the top of the pipe. In addition, where the proposed pipeline wi7.I crass <br />and affect drainage ditches,. bayous and streams, eta. it will be in- <br />stalled to maintain a minimum depth of 60" of cover below tha bed of the <br />stream to the top of the pipe. At bayou crossings, the pipeline will be <br />coated with concrete to increase its safety. <br />All Federal State and local construction requirements will be satisfied <br />by Dow Chemical, as well as any additional good pipeline construction <br />practices. <br />Dow meets or exceeds all known safety standards in the design and <br />construction of its pipeline system, and this proposed pipeline will <br />be so designed. It is our intention to prevent ;:ipeline ruptures by <br />initiating a very extensive testing program before any pipeline is <br />put into service.
