Upon completion, the line will. be hydrostatically tested <br />a.n place to 100°10 of its minimum yield strength (2876 psi. ) <br />for 15 minutes and. then reduced L-o 9310 of yield (26!6 psi. ) <br />for 24 hours. The limits set by Dow for this test e~cceed <br />the minimum requirements set by the DOT Spec. 195, Sec. <br />195.300. <br />15. Line markers that conform to DOT Spec. 155.410 4ri.11 be <br />located at each public road crossing, at each railroad <br />crossing, and in sufficient number along the rewainder of <br />the buried line so that its location is accurately known. <br />16. Inspections will be made every two weeks or less of the. <br />surface conditions along the pipeline right-of-way and <br />lands adjacent thereto. <br />~J <br />17. Over-pressure safety shutdown devices will be installed. and <br />,regularly checked to determine that they are functioning <br />properly and are in good mechanical condition. T.n addition, <br />daily operating records will be maintained that indicate <br />the discharge pressures at each pump station, a.nd any <br />unusual operations of a facility. Dow will have an operator <br />on hand 24 hours a day to monitor all pipeline system <br />functions. <br />l8. Dow maintains an emergency response depart-rne~~.t and a product <br />stewardship program, and both are organized sa as to have <br />the capability of immediate response on a 24-b.our basis at <br />all. times. The emergency response telephone number is <br />AC 713/238-2112 and is available around tl~e cl_oclc. The <br />emergency response team is available: to respond to an emer- <br />gency to assist and advise if the need arises, Also, on a <br />free-of--cost basis, they will conduct training and informa-- <br />tion meetings with appropriate City depar.trrents to outla.ne <br />the best methods of handling each possible emergency which <br />could result from Dow's operations.
